Terrell County or Sanderson is designated as a Texas Colonias and benefited from the state taking the town off septic systems and building a sanitary treatment plant.  Then the state paid to tie in each structure for the disposal of sanitary sewer.  That was about ten years ago.  A taxing authority was set up but no debt was incurred.  Result being, new plumbing throughout town, no debt which equals low taxes and will be low for a long time.
